Can I play a Quickdraw gear during my opponent's turn when I have no units on board?

No — Quick-Draw gear can be played on an opponent’s turn because Quick-Draw grants Reaction timing, but you must attach it to a Unit you control when you play it. If you control no Units and therefore have no legal attach target, you cannot successfully play the Quick-Draw gear.
Quick-Draw grants Reaction and therefore allows the gear to be played on an opponent’s turn . However Quick-Draw is functionally “[Reaction]” plus “When you play this, attach it to a Unit you control.” . Because the play requires attaching to a Unit you control and you have no such Unit, there is no legal way to perform the attach instruction; the play cannot be completed under these circumstances. The general rule that players may only act on their turn does not prevent Reaction plays, but the mandatory attach requirement does prevent the play when no legal attach target exists .
