Yes. Repeat and Accelerate are Additional Costs that can include Power runes; any Power runes you pay as those Additional Costs count toward the Power cost when you play the card, so they can make Yordle Explorer's condition true.

When you play a card, any Repeat costs you pay (for spells) and any Accelerate cost you pay (for units) are Additional Costs that increase the Total Power cost paid to play that card. If those Additional Costs include :rb_rune_rainbow: runes and result in the card having a Power cost of :rb_rune_rainbow::rb_rune_rainbow: or more for that play, Yordle Explorer's "When you play a card with Power cost :rb_rune_rainbow::rb_rune_rainbow: or more, draw 1" will trigger.
