Yes — assuming Kennen's conquer effect actually Adds Energy and Power into your Rune Pool equal to the spell’s cost, those added resources can be used to pay to play . Because is being played from somewhere other than your hand its Energy cost is reduced by 2 (5 → 3), so the total cost to pay is 3 Energy and 1 Power, and Added resources may be used to pay those costs .

If Kennen’s conquer effect Adds resources equal to ’s cost to your Rune Pool (or lets you Add those resources as a Reaction while paying costs), you may pay the card’s Total Cost (3 Energy and 1 Power when played from anywhere other than your hand) with those resources and play for 3E and 1P.
