Most defensible reading of the provided rules: the Standard Move is a Discretionary/Limited game action (the Unit’s inherent Standard Move) executed during your Main Phase; it is not placed on the Chain like an activated spell/ability. The exhaustion cost is paid as part of performing the game action, and movement happens as that action’s effect. Ambiguity in the rules arises from overlapping terminology (calling it an “inherent ability” while also defining it as a Discretionary Action) and from the general Chain rule applying to 'abilities' without clearly separating activated abilities vs. game-action abilities.
Standard Move does not use the Chain under the most defensible reading of the provided rules. It is a Discretionary/Limited game action you perform during your Main Phase; you pay the cost (exhaust the Unit(s)) as part of performing that action and then move the Unit(s). Effects that are spells or activated abilities that cause movement will use the Chain, but the Unit’s inherent Standard Move is performed as a game action, not as an item placed on the Chain.
