If you have played another card this turn, the triggered ability becomes a pending chain item and is finalized/recorded with the Captain’s chosen location; when that chain item resolves it plays two 1 [M] Recruit unit tokens at that recorded location. If you have not played another card this turn, the Legion trigger is not added to the chain and no tokens are created. Tokens created by the ability enter at the recorded location and (because they are played) may themselves create chains as they are played .
